To defend his “full employment” bill, the labor secretary is looking to build on favorable indicators. Also, France Inter guest on June 8, Olivier Dussaud, noted the creation of jobs in the country and the stability of the labor market: “Over the last months of 2022, and for the first time in twenty-five to thirty years, more than half of the jobs created are directly related to permanent contracts. This means that we are creating jobs by the tens of thousands and that these jobs are less insecure than they were two, three or five years ago, which is a good thing.”
Declarations before hiring
According to INSEE, which we interviewed, this proportion, mentioned by the Minister “taken from Urssaf monthly”. On a monthly basis, the organization monitors the number of pre-employment declarations (DPAE) for more than one month, a formality mandatory for the employer in the event of a scheduled employment. According to Urssaf data, over the period of interest, 52.4% of pre-employment declarations were permanent contracts (CDIs) in October and November 2022 (431,930 CDIs out of 824,145 DPAE in October and 424,403 CDIs out of 809,282 DPAE in November) . ). 51.4% of these job applications were permanent contracts in December 2022 (425,845 permanent contracts out of 827,962 DPAE).
When contacting the office of Olivier Dussop, they clarify that “The 50% threshold was first exceeded at the end of 2021” and that the number of job declarations is “control indicator” to quantify job creation in the country. According to economist Cyprien Batu, this is the assimilation done by most specialists. “Actually, the DPAE count is a measure of hiring intent and therefore a pretty good tracker of hiring dynamics, but not all DPAEs necessarily result in a job. Accounting for DPAE may slightly overestimate the number of employees actually hired, but this is negligible.”
