Vote of no confidence: a procedure that only succeeded once under the Fifth Republic


The opposition wants to believe it: this time it can pass. In response to the use of 49.3 to pass the pension reform, two no-confidence votes will be put to a vote on Monday at 4:00 pm: a cross-party vote by lyot deputies and a national association. Having drawn this weapon, the deputies intend to overthrow the government of Elizabeth Bourne. But the latter has seen others too: in two months at the end of 2022, he thwarted twelve no-confidence votes to pass state and welfare budgets for 2023 without a vote.

During the Fifth Republic, this parliamentary “instrument” resulted in only one recovery. After the assassination attempt on Petit-Clamart in 1962, General de Gaulle announced on television that a referendum would be held to elect the President of the Republic by direct universal suffrage.

Feeling left out, the central parliamentarians, socialists and non-Gaullist right-wingers moved to condemn the government’s policy under Article 49.2. It was received on Friday, October 5, at 4:45 am by 280 out of 480 deputies, including 10 communists.
