REPORT – A collapsed dam in Ukraine: a race against time to escape rising waters


“Be careful while climbing, don’t hurt yourself. You can lean on me.”. In Kherson, the police and rescuers sail on boats to rescue the weakest people. In this city, located on the banks of the Dnieper, downstream of the Kakhovka Dam, the water level has continued to rise for two days, leading to a race against time to evacuate the last residents from the flooded areas.

One to two centimeters more water every half hour

Faced with a huge challenge, all residents participate in a collective effort. While some provide their own personal boat, others go straight to pick up residents who are still stuck at home. “We need to evacuate grandma, she’s stuck on the first floor with her cats and dogs. It’s quite high up there and the boat is unstable”— a resident of Kherson tells LCI in the report at the beginning of this article.

Thus, after the Russian occupation and hostilities, the city, liberated by Ukrainian troops in October, must face a new danger after the destruction of the Kakhovka dam. In some places in the city, only the roofs of some houses protrude from the waves. On June 7, on the streets of the center, the water reaches the waist and below the banks of the Dnieper, it rose by five meters.

In Chernobaevka, the western outskirts of Kherson, the most remote from the Dnieper, a river several hundred meters wide was even formed with the rise of water. “Every half hour [le niveau de l’eau] rises one or two centimeters, This was announced by the governor of the Kherson region Alexander Prokudin. According to him, the area of ​​flooding in southern Ukraine, both on the Ukrainian-controlled right bank of the Dnieper and on the Russian-occupied left bank, is more than 600 km².

Meanwhile, residents who did not flee from shelling left the territory, which had become uninhabitable. According to the Minister of Internal Affairs of Ukraine Igor Klymenko, 1894 people were evacuated from the territories controlled by Ukraine. From the Russian side, the authorities evacuated “more than 4000 people” and a state of emergency was declared in the Moscow-controlled part of the Kherson region. An unknown number of civilians also fled the flooded areas on both sides on their own.
