This is a matter of controversy. To which 27 finally agreed. At the end of a day of difficult negotiations, European interior ministers reached an agreement this Thursday, June 8, on two key aspects of migration policy reform. The solution is qualified as“historical” German Interior Minister Nancy Feiser. But what does this text contain, which brought Italy, Greece and Hungary to an agreement, despite their unwillingness?
Distribution of refugees and accelerated procedure
The reform included, among other things, the creation of a system of solidarity in the care of refugees on this continent, where a record number of asylum applications were registered in 2022. A proposal that countries such as Poland and Hungary initially voted against. As a result, the text approved by the ministers finally provides for mandatory solidarity, but “flexible” in the EU in the care of asylum seekers. Member States will have to accept a certain number of these applicants who have arrived in an EU country subject to migratory pressure, or otherwise make a financial contribution. Financial compensation of EUR 20,000 for each non-relocated asylum seeker. These amounts will be contributed to a fund administered by the Commission to finance projects related to migration management.
Because during these negotiations, a dozen Mediterranean countries, including Italy and Greece, warned of their position. And expressed their disagreement with the hypothesis that Member States of first entry “paying for illegal migrants to stay on their territory.” “Italy will not be a reception center for migrants on behalf of Europe”thus warned Matteo Piantedosi, Minister of the Interior of Italy.

The text also provides for expedited processing of asylum claims by some migrants at borders. The procedure of maximum 12 weeks, carried out in centers located at the border, will be reserved for migrants who, according to statistics, are least likely to be granted refugee status. This is the case, for example, with citizens “from Morocco, Algeria, Tunisia, Senegal, Bangladesh and Pakistan, commented Nicole de Moore, Belgian Secretary of State for Asylum and Migration. The aim is to facilitate the return of these migrants to their country of origin or transit. Although the German minister demanded that “families with small children are not eligible” this provision was not retained for this border procedure.
Thus, this text signals a trend towards increasingly restrictive migration policies. However, it has yet to pass the European Parliament stage to pass the reform before the European elections in June 2024.
