How to fix the inequality that African Americans have suffered since slavery? The question worries across the Atlantic and especially in San Francisco, where the plan “repair” just presented. The commission, tasked by the city with making proposals to compensate for the legacy of systemic racism, detailed this on Tuesday before the city council. With the flagship measure: pay $5 million to every African American in the city.
Hundreds of other recommendations include: a minimum annual income of nearly $100,000 for 250 years, guaranteed to every eligible black adult, a one-dollar-a-family home in San Francisco, or even debt relief for beneficiaries.
“Black lives matter. You have the opportunity to demonstrate it today, do it with reparations.”argued Yulanda Williams, a black police officer who campaigns for law enforcement reform.
“Absurd” project for its opponents
Emphasizing the cost of such measures, its opponents call it “absurd” and from “ridiculous”. “In addition to being a huge waste of time, it’s also a complete distraction.”This was stated by the leader of the Republican Party of San Francisco John Dennis. “The city’s (annual) budget is $14 billion.”he recalled, estimating the cost of this plan at “50 billion”.
However, human rights activists urge not to reduce this project to a single measure. “To transfer this issue to the fight for $ 5 million is incorrect and dishonest”Amos Brown of the NAACP told AFP. “This does not show all the horror and pain that we went through. My position is that for everything we’ve been through, it’s $5 million plus specific programs.” to support economic development, housing, health and education, he added.
Final report expected in June
As research shows that public policies have increased the chances of African-Americans becoming poor, unemployed, or incarcerated for decades, the idea of redress for systemic racism is gaining momentum within the American Left.
Following the Black Lives Matter movement in 2020, a commission on the issue was established in California, whose report is still pending. In 2021, the municipality of Evanston near Chicago became the first American city to adopt a reparation plan, specifically providing financial assistance to its African-American residents to help renovate their homes.
But the plan proposed by San Francisco is by far the most ambitious. Several tens of thousands of African Americans live in the city, and eligibility criteria have not yet been determined. The final report is due in June, after which the municipal council will have to make a decision.
